Hainan rolls out unified reporting system to cut red tape for grassroots officials

Hainan province has deployed a province-wide digital system called 'One-Form-Through' (一表通) to consolidate data reporting from village and township cadres. The People's Daily report frames the initiative as a direct response to complaints that excessive, duplicative paperwork was preventing frontline staff from doing their actual jobs. The system, piloted in Haikou's Qiongshan District, has reduced the number of forms some workers fill out from over a dozen per quarter to just three per year, and is now being used to automate welfare disbursements.
