China Targets 440 Million Tons of Oil Equivalent in Domestic Supply by 2030
两部门发文提出2030年国内油气供应量目标
China's National Development and Reform Commission and the National Energy Administration have jointly issued the 15th Five-Year Plan for oil and gas development, setting a target of 440 million tons of oil equivalent in domestic supply by 2030. The plan outlines infrastructure goals, including 20,000 km of new long-distance pipelines and a national network of 220,000 km. It also mandates increased natural gas reserves to over 13% of consumption and a carbon capture and storage (CCS/CCUS) target of 10 million tons injected annually by 2030.

The plan is framed as a strategic blueprint for 'energy security and green low-carbon development' (能源安全与绿色低碳发展), two pillars that Xinhua presents as self-evident national priorities.
